This book explores the significant changes in the security and defence policy of Germany since 1998 and how these have shaped the norms of the German political elite as to the use and utility of military force in the years leading up to the 2003 Iraq war. The emphasis on continuity in German foreign policy post-1990 masks important changes in its security and defence behaviour. Throughout, Germany endeavoured to be seen as a key ‘responsible’ power in the European and international sphere. Crucially the norm regarding military intervention among political elites evolved towards a more permissive understanding of the use and utility of military force on a basis of a redefinition of ‘responsibility’. The book uses a constructivist approach to explore these changes in policy and trace the evolution of elite norms to help readers better understand current German security and defence policy. Ultimately the stabilisation of elites’ understanding of ‘responsibility’ will shape the long-term foreign policy identity of the Federal Republic, towards a post-Civilian Power identity that is still different from other European powers’ foreign and security policy identities in key aspects.
